Set oven to 190°C and grease a 23x33-centimetre baking dish.

In a large skillet over medium heat, cook ground beef, breaking it up, until browned and no pink remains.

Add corn, condensed cream of mushroom soup, half of the shredded cheddar, milk, sour cream, onion powder, black pepper, and crumbled bacon to the skillet. Mix thoroughly until well combined.

Evenly spread the beef mixture in the prepared baking dish. Sprinkle with remaining cheddar cheese and arrange tater tots in a single layer over the top.

Bake uncovered for 40 to 45 minutes until tater tots are golden and crisp.

Remove from oven, sprinkle remaining cheese on top of the hot tater tots, and bake for an additional 5 minutes until the cheese melts.
